综合分析了影响水土流失的各主要因子，如地表形态 (地貌、地面物质 (土壤及其母质、动力条件(降雨、径流、风力和冻融作用、人为活动影响 |结合现有的水土保持数据和研究成果，确定以土壤抗冲性、降雨侵蚀力、地形起伏度等作为基于GIS的中国潜在水土流失评价的指标，用以进行全国水土流失宏观分析评价。
