there are 4 problems which must be drawn a great attention.They are the project implementation unsuitable for the idea of people foremost

the special types such as soil and water loss control

the management and maintenance of soil and water conservation facilities

and the ecological crisis brought by coal use.The successful experiences from project implementation and the idea of people foremost must be insisted on.Soil and water conservation must be enhanced in views of overall development of national economy.According to the idea of people foremost

management polices and measures must be improved in a developmental viewpoint.
