摘要

从陕西省关中9大灌区的实际出发，结合关中灌区改造工程世行贷款项目的实施情况，采用模糊综合评价的方法，建立了由社会性指标、资源性指标、经济性指标、技术性指标和生态环境性指标等5大体系8项指标组成的综合评价指标体系，构建了综合评价模型，将综合评价结果分为效益差、效益一般、效益良好、效益优良4个等级，通过模糊分析计算得到综合评价分值。研究表明，陕西省关中灌区改造后效益综合指标提升了一个级别，即从合格级别上升为良好级别。

Abstract

An index system of integrated evaluation with eight indexes and the five items of sociality

technique and ecologic environment is established by using the fuzzy comprehensive evaluation method. The system is combined with the execution of water saving improvement of the Guanzhong irrigation districts.In addition

an integrated evaluation model is constructed.Evaluation comments are divided into the four grades of low benefit

general benefit

good benefit and very good benefit.The integrated evaluation value can be obtained by the fuzzy analysis and calculation.After water saving improvement

integrated evaluation index of the Guanzhong irrigation districts raises a grade

that is

from the general benefit to good benefit.
