Soil and water conservation monitoring site is an important composition of National Monitoring Network. It is the foundation

also an important construction contents in the second construction phase of national monitoring network and information system

which directly related with the quickness and accurate of information collection. For soil and water conservation monitoring sites

it is the basement to have a scientific site selection，reasonable planning and standardized construction for carrying out this work. Also it is a precondition to the invention of facilities and equipments，the improvement of monitoring management，data processing play an effective role in monitoring for the whole site. In this paper

we briefly discussed the effects and regulations for the construction of soil and water conservation monitoring sites.
