现在有些单位和个人

无视国家法规

不经批准

不采取任何水土保持措施

任意破坏资源

造成十分严重后果.据辽宁省12个市的粗略普查

破坏活动计有乱开乱垦

任意开矿釆石

乱挖土筑路

乱占滥建

栽参一开到顶

蚕场沙化严重

超载放牧

盗砍滥伐

掠夺式经营等。

Abstract

Now

some units and individuals defy the national statutes

do not adopt any measures of soil and water conservation

but for allowance

and destruct wildfully natural resources

resulting in heavy obnoxious tendencies. It is known from a rough investigation in 12 Municipality of Liaoning Province that the destructive activities include reclaiming land

in disorder exploiting mining

digging field for construct road and building house arbitrarily; planting ginseng from piedmont to hilltop; overstocking excessively; indiscriminately felling of trees; and management in plundered ways

etc.
