pointed out that incerease input is the base for strengthening the litality of soil conservation and the key of water conservancy steady development. As it's impossibie for the state to increase input in soil and water conservation during the period of national economic consolidation

it should: 1) Make full use of and regulate existed funds; 2) develop new source for funds; 3) reform the way of funds utilization to get great benetit from limted input.
