摘要

该文从“人均纯收入”这一主要小康量化指标入手，通过对黄河流域四大重点治理区一期工程所列315条重点小流域的调查分析，表明：经过一期工程的10年治理，重点治理小流域，一方面在奔小康的道路上迈出了一大步；另一方面，还存在着程度不同的问题，笔者对造成这种状况的原因进行了具体分析，指出：土地利用结构与产业结构等的影响是主要因素。

Abstract

Based on ″net income per capital″

a quantilative index of well-to-do and on the investigation in 315 mainsmall watersheds of the first phase of the the project of four key controlling areas in the Yellow river watershed.The results show that control of small watershed has made the first progress on a well-to-do road.However therestill exist some problems in degrees after 10 years

The auther analyses the reason caused this situation and consid-ers that main causes are land use construction and industrial construction.
