摘要

针对面临的水资源短缺、旱涝灾害问题日趋严峻，审视和反省人类在开发利用水资源中的行为，认为为保障国民经济建设与社会可持续发展，人类必须从自身行为及经济、社会与水的辩证关系上，为自然立法，走自然与人类和谐之路，构建新的水资源开发利用指导思想，实现人类社会可持续发展的目标

Abstract

Facing the problem of water resource shortage

environmet and poor water situation

we examined closely what we had done on how to use and develop water resource. It is sure that we must form our new guid theory about how to use and develop water resource

this can keep our national economy improvement healthy and the sustainable development of our society

this need people to reconsider the dialectical relation among human

economy

society and water

follow the natural law

keep the harmonious between human and nature. Then people can realize their sustainable development and water resource use aim.
