摘要

“96.8”洪水中，河北省邯郸市的水土保持设施发挥了巨大的防洪减灾作用，但同时也暴露出该市水土保持工作中所存在的诸多问题。分析了水土保持设施水毁的原因，指出水土保持作为相对独立于林业与水利之外的综合性防护体系，对根治江河源头洪水具有重要作用，进而，从总体布局、技术措施、运行管理等方面提出了今后水土保持工作改进意见。
