Improvement of Public-Private-Partnership Financing Model of Reclaimed Water Industry Based on Shadow Tolling
The Shadow Tolling payment method was proposed to improve the existing PPP(public-private-partnership) financing mode in order to solve the problem of market failure during the franchise period. In addition
a new model was built based on the principal-agent theory. The result showed that the introduction of the implicit government subsidies was good for the reclaimed water industry
and it could really improve the whole social welfare.
