Calculation by means of existing forecast factors can enable matter element analysis to have forecast functions. Continuously readjusting the grade lim it value(classical domain and joint domain)of every factor can maxim ize the ratio of historical runoff to actual runoff production in a drainage basin. It is shown by example that this is a new and effective method for runoff production forecasting in drainage basins.
