摘要

民营水保的出现昭示着今后水土保持改革发展的重要方向

经营方式主要有租赁承包、返租倒包、股份合作、买断和公司+农户等。土地利用类型主要有种植、种养加、旅游和综合型等。存在的主要问题是发展不平衡、资金扶持渠道不畅、政策难到位和侵犯利益现象时有发生等

其对策是:政策配套

规范管理;确认产权

保障权益;大力扶持

强化服务;抓大放小

以大带小。

Abstract

The emergence of soil and water conservation projects run by local people signals a new trend in the development of such activities.Operational arrangements include lease and contract

shif-lease

joint-share

monopolized management and cooperation between companies and households. Farming

animal husbandry

peripheral production and integrated exploitation are representative styles of land utilization. Problems lie in imbalances in development

the impediment of capital assistant

difficulties in implementing of policies and the violation of owner/operator interest. Management measure for locally-driven projects include systematizing Policy regulation;standardizing management methods;confirming property rights

improving assistance and extension services and stressing the fundamentals of soil and water conservation

including discouraging less important actions.
