On the basis of investigating synthetically on the spot
land resources of Hongqiwatershed in the low mountains and hills region of northeastern China are analized and assessed according to the development and requirement of ecological construction in the watersheds. The land use structure are adjusted. Measures and their scales of ecological construction of soil and water conservation project are defined
