摘要

当前存在"国家公园论"与"经营权转移论"两种旅游管理模式论争。在国内外旅游管理模式述评基础上

探讨了西部地区旅游管理模式重构问题。以青海湖风景名胜区为例

分析了管理体制现状及存在问题

重构管理模式和重组管理体制

并总结了管理模式的实施结构。最后讨论了如下问题:(1)高度重视西部风景名胜区的环境特征;(2)资源所有权、管理权、经营权与监护权的分离与制衡;(3)风景名胜区管理模式反映各相关利益主体彼此独立、相互制约的制度与关系。

Abstract

The issues of national park management and tourism management are very controversial.Tourism management methods in China and overseas are discussed.Using the scenic sites of Qinghai Lake as a case study

actualmanagement system s and their problems are analyzed. New tourism management methods for the case study are put forward and their actual construction and implementation are summarized. Finally

a major point is discussed:there should be a balance on the right of the tourism operations owner

themanagement of tourism and the need for operations

and the right of the local population with respect to the scenic sites.
