摘要

开发建设项目水土保持监测实施细则，是对编制深度为可行性研究阶段的水土保持方案中水土保持监测内容的深化和对监测实施的设计。系统科学的监测实施细则，既可以使监测工作有章可循，规范监测技术和方法；又可以使监测工作有据可查，保证监测质量和进度。基于几年的工作积累，作者提出了水土保持监测实施细则的基本框架、监测评价应遵循的原则以及主要的监测技术、方法等。监测实施细则应包括编制依据、建设项目概况、项目区水土保持状况、水土保持监测目标和原则、监测内容和方法、监测组织管理、预期成果及其形式等内容。
