目前

我省的水土流失问题引起了人们的重视

并在部分地块内采取了一些相应的水土保持措施

收到了一定效果。但是

黑龙江省地多人少

按计划内耕地面积算

每个农村劳动力负担耕地面积达30亩

如果加上没上报的“帮忙地”

有的地方每个劳力负担耕地面积可达50亩。这就造成了耕作粗放

广种薄收

不重视农田基本建设的现状。同时

黑龙江省的自然特点是封冻时间长

农田植被复盖时间短

降雨集中在7、8、9三个月(占全年降水量的60—80%)。这一特点更助长了水土流失。由于面积大
