摘要

水灾是人类的奇祸。古往今来都是一样

洪水直接冲溃堤防工程

冲毁房屋桥梁

淹没农田以至伤亡人畜。1981年8月14—22日

凤县、太白县连降大雨和暴雨

造成历史上一次罕见的特大洪灾。宋史记载

1009年8月

凤县曾有过类似水灾“漂溺民居”

比之去年水灾危害面之广

损失之大

不可同日而语。去年水灾的特殊性

在于大气环流形成久雨

土壤饱和

继之暴雨形成洪流。据凤县气象资料:8月14—22日降雨量为363.8毫米

超过常年同月降雨量的4倍。特别是8月21日凌晨3时半开始至下午6时半

降雨106.3毫米。下午4—7时

嘉陵江流量为3

500立方米/秒

超过有资料记载的1

400立方米/秒的1.5倍。久雨酿成隐患

暴雨造成灾难。
