我国远古治水

采用疏导策略

使泛滥洪流注入江河

东流入海。古有“禹疏九河”之说。当时

存在着原始林草、天然湖泊

起到了拦沙滞洪的作用。以后由于农牧业的发展

灌溉工程也随之发展起来。与此同时

因人口的增长

扩大了对耕地、草场的需要

无计划的垦耕

破坏了天然植被。黄河流域的黄土区是我国农、牧业的发源地

也是我国人口密集地区

植被破坏最早

更以黄土质地松散
