摘要

林业部1979年4月曾在全国农业自然资源和农业区划会议上展出《三北防护林体系建设第一期工程规划示意图》

并作了报告。本文著者当时对该规划提出意见

认为该规划中的大型防护林带、大面积草牧防护林网中的绝大部分需要灌溉才能营造成功

需水量太大

难以实现

所以其中十之八、九应予取消。同年12月林业部提出新的规划说明

取消了大型防护林带

将草牧防护林网大加压缩为不需灌溉而能营造成功的基本草牧场防护林。新规划明确规定

非灌溉造林面积占造林总面积的94%
