摘要

一、问题的提出自从农村普遍实行了以大包干为主要形式的生产责任制以后

水土保持出现了一个低潮阶段

不少地区停滞不前

甚至还有毁林开荒、破坏水土保持工程等倒退现象。追其原因

主要是过去搞水土保持

用惯了“大兵团作战”、“群众运动突击”、“大批促大干”等吃大锅饭的作法;现在实行了责任制

群众只顾搞当年生产

多打粮食

而忽视了长远建设。干部是旧办法不能用

新办法不会用

也就放松了领导

因而形成了水土保持的自流局面。这就是近二年来水土保持工作停滞不前的主要原因。根据上述情况

就摆在了我们山区领导同志面前一个亟待解决的问题
