摘要

以户承包治理小流域出现了什么新情况、新问题，有什么新经验，如何把小流域治理持续地开展下去?我们最近到偏关、河曲、保德、神池、五寨、代县等县的不同类型社、队和承包户进行了调查。调查的情况表明，以户承包治理小流域和承包耕地一样，必然会遇到许多新问题。而这些问题在党的政策指导下，广大基层干部和群众都顺利地解决了。
