同志们: 全国第四次水土保持工作会议今天开幕了。这次会议是在国务院发布《水土保持工作条例》后

经国务院批准

由全国水土保持工作协调小组召开的。这是继1958年第三次水土保持工作会议之后又一次全国性的会议。参加这次会议的

有各省、市、自治区主管农业的负责同志和农业、林业、牧业、水利、水土保持部门

国务院有关部委

流域机构、科研、宣传、院校等单位和少数重点地、县的代表

共二百多人。今年6月底

国务院发布了《水土保持工作条例》

这是我国水土保持工作的一个重要法规

也是我国三十多年来水土保持工作经验的高度概括。
