摘要

五十年代初以小流域为单元进行治理试点的水土保持工作

由于种种原因

几经周折

一直没有得到很好的重视和应有的发展。党的三中全会以来

认真总结了过去的经验教训

小流域治理工作才走上了健康发展的轨道。由于小流域综合治理便于上下游、左右岸、坡沟滩、农林牧统筹安排

克服了东沟打坝、西坡修地、南山栽树、北梁种草等零敲碎打

治理分散的弊病

具有速度快

质量高

投资少

效果好的优点

所以仅两年多时间(1980—1982年)

陕西省治理的小流域就达到561余条(其中有中游治理局试点流域10条

省重点流域68条)

治理速度为面
