摘要

黄河是我国著名的害河。河害的根源是由于黄土高原的水土流失

而水土流失的根源又在于黄土高原土地利用的不合理。长期不合理的土地利用

任意掠夺土地资源

滥垦、滥牧、滥樵、滥采、滥伐成风

固砂、保土植被被彻底破坏

非但加速了水土流失、土地沙化和沙漠化扩展

而且地面又被割切得支离破碎

土壤透水性能严重破坏。这样就不断削弱其保蓄降水和调节地面径流的作用

促使旱涝日趋严重

河流暴涨暴落。祸害下游。有史以来

黄土高原大量肥沃土壤都是凭山洪暴发的形式注入黄河

而黄河又一直是靠频繁的决口改道来维持泥沙冲淤平衡

这给黄淮海平原的人民带来巨大的灾难和长期的痛苦。历史记
