我认为

杏子河流域的综合治理工作

只有从大抓草灌入手

以改善生态环境为主旨

以土地合理利用、改造利用、充分利用为基础

以保土、保肥、蓄水、理水、涵养水源为中心

以建设高产稳产基本农田、粮食自给有余为条件

农林牧副渔有所侧重地综合发展

山、水、田、村、路全面治理

才能逐步提高当地人民的生产和生活水平

保证王窑水库的长寿

根治延河、黄河水患

兴修水利

造福子孙后代。
