摘要

国家“三西”战略计划中，河西和定西建设极其重要，是决定甘肃省工农业总产值翻两番的关键。今年国家又从人力、财力上大力支援，帮助甘肃省加快“两西”建设的步伐。这对全省人民来说，既是极大的关怀，也是严厉的鞭策。它激励着我们要尽快地开创“两西”建设的新局面，早日改变目前贫穷落后的面貌，彻底解决群众的温饱问题。这是党的期望，群众的要求，也是我们这些农业技术干部义不容辞的历史职责。畜牧业建设是“两西”的重要组成部分，但建国30多年来，这是一个很薄弱的环节，需要我
