摘要

1985年5月23日

伊春市遭到特大火灾后

焦土未寒。8月16日又发大水。洪水袭来时

因城市防洪体系不配套

不完善

加之植被受到破坏

生态不平衡

加重了山洪的危害程度

以致使伊春市区被淹

给国家和人民的生命财产带来巨大损失。一、关于“85·8·16”大水情况由于受8号台风影响

8月14日下午3时至15日下午5时

伊春市区27小时降雨74毫米

局部地区多达90毫米

加上8月上旬已降雨150多毫米

使8月上半月降雨量达到227毫米

比历年同期降雨量多2.7倍

造成土壤饱和

地表径流量加大

西部山区发生了山洪

伊春河及其支流翠蛮河、乌马河、得鹿沟水位急剧上涨。8月15日晚11时乌马河、得鹿沟相继发生洪水漫堤决口

伊春河开始出现洪峰;8月16日凌晨

漫堤洪水沿乌马河铁路桥以南、红光农场以北和乌马河与伊春河汇合处的农堤决口处等三个方向

流向市区内的伊春河老河道。
