摘要

大量的历史事实证明

围场人民为了生存和繁衍

违背自然规律和经济规律的活动

使生态系统失去了平衡。相应地也带来了各种生态灾难

同时也制约了山区经济的发展和人民生活水平的提高。从历史的教训中

也使人们逐渐地认识到

生态平衡在山区经济建设中占有重要的战略地位。保持水土

恢复和促进生态系统的良性循环

是围场经济建设的生命线。一、全县的生态现状围场县过去在自然资源开发过程中

忽视了自然界多种成分相互联系的规律

开围至今仅百余年的时间

截止到1980年

全县水土流失面积已达4

216平方公里

是全县总面积的45.7%。水土流失、生态失调

是山区人民贫穷落后的根源。
