摘要

位于黄土高原西部水土流失严重的宁南山区

地势高亢

气候干燥、寒冷

自然灾害频繁

农业生产低而不稳

广大人民处于“三料”俱缺的困境。长期以来

为了改变该区自然面貌

开展了群众性的植树造林

但由于违背自然规律

片面强调乔木生产

忽视灌木建设

收效不大。据1980年宁夏固原县农业自然资源调查

解放后30多年

全县(含今彭阳县)累计造林总面积7.54
