摘要

1985年云南省的气候特点

主要是春雨特少

夏秋阴雨连绵

大雨、暴雨频繁

雨季始终期都比常年平均提早约1个月

因而交替出现特大春旱和严重洪涝灾害。尤其洪灾

分布面广

损失较大。成灾表现

首推山洪暴发

次为江河漫溢、决堤

山坡崩塌和泥石流等。此外

还遭受了大风、冰雹、冰冻、病虫、鼠害

以及部分县强烈地震等各种自然灾害。省委、省人民政府对此十分重视

多次召开会议研究抗灾对策

还专门成立了由省政府领导及省级有关部门负责同志参加的“省抗灾救灾领导小组”

各地也成立了相应的机构。由于各级党委和政府加强了抗灾领导

对防灾、救灾和战胜灾害起了重大作用

减轻了损失

安定了民心

并在大灾之年夺得了较好收成。
