摘要

灿岩县的大地

、一片支离破碎

山秃河干

乱石滚滚

灾害频仍

一到雨季

尽管人们提心吊胆

但总有些不幸者丧生于灾害之中。现在这些地方已非辽西的雏形

而是辽西地区过去的恶果今天在辽东地区的再现。1987年9月19日渗遭重灾之后

.当地的千部和群众从切肤之痛的遭遇中悟出了一条道理:不恨天不怨地

只怨恨全县人民长期受左的路线毒害而不能自拔和头脑的愚昧。吃一堑长一智。去秋以来

党政各级领导带领全县人民

集中各方面的人力、物力、财力、智力

开展了以水土保持为中心的大规模农田基本建设

取得可喜成果。
