摘要

通过广泛深入调查认为

以水电建设为龙头

加快长江上游和支流综合开发治理的步伐

对于合理利用长江水资源

减轻中上游地区洪水危害

充分发挥长江水系巨大的社会经济效益

进而推动整个流域经济持续稳定发展

都具有十分重大的意义。近几十年来

随着社会经济的发展

也给全流域带来了大气污染和水土流失两大环境间题。要解决这两大严重问题

关键是:一要保护和发展植被

保持水土

二要改变能源生产结构

减少大气污染源。而先期开发长江上游和支流

将会获得保持水土和改善大气质量两大好处。
