摘要

对三峡工程与水利部长办的分歧

主要集中在两个问题上:一是长江的开发治理应该先干流还是先支流

二是三峡工程应该快上还是缓上。应当说

长江千流与支流的开发建设都是重要的

问题是在我国目前情况下

两者实际上又不可能同时上马

齐头并进。决定三峡工程是快上还是缓上

除了一些具体的技术上的问题需要进一步研究外

最主要的因素是我国的财政承受能力问题。如果硬要上马

势必催化通货膨胀

加剧经济动荡

影响党的十三届三中全会战略决策的实现

还会对人民群众形成心理上的冲击

以至于影响深化改革所必需的安定团结的政治局面。基于这些考虑

三峡工程快上不如缓上。等将来翻两番的任务实现了

国家经济实力增强了

科学技术水平提高了

那时再来考虑三峡工程的修建问题。
