摘要

水力侵蚀、风力侵蚀、重力侵蚀和冻融侵蚀等外营力侵蚀

不仅破坏了文物古迹存在的人文环境

而且使文物古迹本身受到了毁灭性的摧残。陕北土地沙化

使西夏国都统万城变成废墟

使大部分长城变成残垣断壁;古长安著名的昆明池和曲江池

因泥沙淤塞而成为历史的陈迹

等等。保持水土是一项防治各种外营力侵蚀

改善生态环境和人文环境的重要手段

对保护文物古迹和周围环境有巨大作用。所以对文物古迹不仅要进行微观保护

而且要重视人文环境的宏观保护。《水土保持工作条例》中第二章第八条有明确规定

一定要用法律手段

强化水土保持

促进文物古迹的保护。
