Through site investigation and in view of historical experience on rivers harnessing at home and abroad

we believe that the idea of building Three Gorges Project is wrong. The original cost estimate is deliberately set too low

and the actual investiment will be six times over the original estimate

resulting in hidden troubles to induce inflation. It may also bring hidden troubles in utilizing a huge amount of foreign capital. We suggest that the regulation and dredging of river channel should be made so as to keep the whole river in a good condition for navigation. We also suggest to develop tributaries in cascades

a chinese river harnessing experience utilized and enhanced by the America and West Germany. In hydroelectric power development

the easier project should be built first

in line with the capability and requirement of national economy.
