摘要

该文根据黄河上中游水土保持小流域试点工作的实践，系统探讨了发展小流域经济这一水土保持的热点。认为发展小流域经济将会对增强水土保持内在活力，提高土地生产率和群众脱贫致富奔小康产生很大的促进作用，同时目前也有多方面的有利条件，大力发展小流域经济的时机已趋成熟。在具体实践中，必须在转变观念，资源配置，提高科学技术水平和搞好服务等方面狠下功夫，方能奏效。

Abstract

According to the experimental practice of soil and water conservation of small watershedin the upper and middle reaches of the Yellow River

the paper systematically exploited the hotpoint of soil and water conservation for developing small watershed economy.Developing small wa-tershed economy will make much more positive function to enhance intemal vitality of soil and waterconservatoin

to raise land productivity and make peasants get rid of poverty.In the meantime

thereare many favourable conditions.So the opportunity of dovcloping small watershed economy tends toripen.In the course of practice

we must make great effort in changing ideas

disposing resources

in-creasing scientific and technical level

and doing well in public services.Thus achievements will beobtained.
