摘要

山西省的拍卖“四荒”始于1983年

1992年以来形成高潮，至1993年5月底已拍卖150余万亩。拍卖“四荒”，是对以户包小流域治理为主的水土保持责任制体系的进一步完善和深化，是水土流失区非耕地土地使用制度的重大改革；是小流域经济全面进入市场经济的基础；是丘陵山区生产关系的重大变革；是推进山区生产力发展的重大举措。拍卖“四荒”的主要程序是：广泛宣传、深入发动，建立组织、加强领导，统一规划、界定范围，合理估算、确定卖价，张榜公布，竞争夺标，鉴定合同、依法管理。拍卖“四荒”的好处及特点是：真正实现了所有权与使用权相分离，便于自我约束，自主经营，加快水土流失区的开发治理速度，有利于科学的高标准治理开发，努力提高经济效益，为脱贫致富，奠定了可靠的基础。

Abstract

Auct of "Four kinds of barrens"in shanxi provice started in 1983. It has reached high tide since 1992，About 1. 5 million mu had auctioned off from 1983 to may of 1993. The auction has furtherly perfected and intensified the soil and water conservation system of job responsibility which put contracting small valley control to house hold first.It is also a great refermation of noncultivated land use system in the region of soil and water loss;basie prerequestite promoting economy of small valley into market economy，a great change of production relationships in hilly mountain areas，and important act to advance productive forces in the areas. The main procedure for the auction are: to give wide publicity， go deep into starting，establish organization，strengthen leadship. unify plannirg

limit scope.evaluate rationally，decide selling price. prnouce publication，compete to enter bid，sign a contract，manage aceording to law.There are following advantages and characteristics for the auction of "Four kinds of barrens". It has come true that proprielary rights are separated from the rights of use，It is easy of restrain and manage for oneself

to speed up the rate of developement and control of soil and water loss region. It is easy to develope and control scientifically and highly qualitive，and to improve economic benefits

It has established reliable foundation to give up poor and to step on rich.
