该文以湟水流域重点流失区水土保持规划为对象

对综合规划中实行经济开发项目区的规划和管理进行了初步探讨。在流域水保规划中推行项目区的规划和管理

可以充分利用规划区的自然资源

通过对项目区实行科学管理和控制

在专项治理和集约经营的基础上

充分发挥项目区的规模效益

以项目区的经济开发带动整个流域的经济发展

使水土流失综合治理同经济开发有机地结合起来。

Abstract

Soil and water conservation program at one of the most serious soil erosion area of Huangshui watershed is studied to discuss the plan and management at the economical developing the district in synthetic programming.Natural resources of this district will he fully u- tilized by carrying out this program and management during the watershed conservation plan.On the base of special management and intensive farming.the dimensional benefits can be brought into full paly by scientically managing and controlling.then economical develop- ment of the whole watershed will be driven by economical developing of the district.Thus sythetically control of soil and water Toss Call be organically integrated with economical development.
