摘要

该文在肯定江河治理取得很大成就的同时，指出尚存在与水土流失密切相关的许多突出问题。作者用辩证法的观点在对江河治理进行分析的基础上，认为水土保持是减轻水旱灾害的一项根本措施，是合理利用和保护水资源的一项重要措施，是江河治理的根本。

Abstract

The large achievements of river harnessing are affirmed，but it is pointed out that many projecting questions relative to soil and water loss are still existing. Based on analysing the river harnessing from the view of dialectics

it is considerd that soil and water conservation is a basic measure of reducing flood and drought and an important measure of utilizing rationally and protecting water resources，and it is the basis of river harnessing.
