摘要

随着社会主义市场经济的建立和运行，土地资源作为不可替代的生成要素日益趋向市场化，加强政府对土地的合理干预和宏观调控，达到土地高效和持续利用，已经成为土地资源管理面临的重大问题。土地信息系统为土地管理提供了强有力的支持工具。对面向基层土地信息系统的设计、开发初步应用进行了介绍和初步讨论。

Abstract

With the establishment and running of market economy of China

land resources as an irreplaceable factor is increasingly becoming commercialized.It has become an important issue of the land resource management to stregthen the controls of the government over land marketing so as to achieve the purposes of making efficient and sustainable use of lands.Land Information System will be a strong supporting tool for land management and decision making.Discussions and introductions are made on the design

development and initial applications of this local government-oriented LIS.
