This paper describes that drought or water insufficient and soil and water loss are the limited factors to agricultural development in loess plateau.By analysing the tech-economic availability of main water-resoures
rainfall use for agricultural production in this region and the relations between rainfall use and agricultural sustainable development points out that rainfall use is the key way for agriculutral development on loess plateau.
