摘要

近年来

国家对陕西省大幅度投入水利水保经费

有力地促进了山川秀美建设

但由于资金渠道和管理部门多样化

出现了机构重叠、业务产叉等一系列新问题。经费多但如果管理不善仍会影响陕西省水利水保工作的正常进展。笔者一些调查研究

旨在引起有关方面的重视

加快问题的解决

Abstract

In recent years

a great sum money has been pooled in water conservancy and soil and water conservation in Shaanxi province

it promotes efficiently construction of graceful environment. Because of so many financing channel and division of management

it brings about some new problems such as overstaffing in organzations

repeat in work. It is a good thing having enormous fund

but it will cause byproduct without sound administration. A series of investigation are conducted

and countermeasures are put forward according to aspects mentioned above in order to arouse the intensive attention of the related departments and resolve the present difficulties.
