摘要

回顾了我国生态环境管理制度立法过程

分析了西部地区生态环境问题的普遍性和多样性

对全球变化、人类活动与西部生态环境变化的耦合作用进行了探讨

认为西部地区生态环境应重在综合治理

制定不同生态区域

不同地区类型的生态恢复重建的国家标准和行业标准

完善特定区域内的生态管理机构

提高生态管理中的科技含量

完善农业用水管理制度

建立开发项目生态安全风险评估制度、"生态审计"制度和农村社会保障制度

保障西部地区生态重建的顺利实施。

Abstract

The reviews eco-environment management system legislation process of our country is reviewed. The universality and diversity of western eco-enviro nment are analyzes

and the inter-function of global change

human activity and western region eco-environment change is discussed.The author suggests that western eco-environment construction should lay emphasis on comprehensive management.At the same time

we should formulate national and enterprise standard of ecological restoring

complete the eco-management agency in special region

raise the scientific content of eco-environment management

complete the agricultural water used management

set up evaluating institution of ecology safety and venture in the exploiting project

ecology examination institution and village social guarantee institution

ensure the achievement of the goal of western regional eco-environment management which was set up by the country.
